DLIMS: Check, Track and Renew Your Driving License in Pakistan
DLIMS is Punjab’s online system to issue, verify and track driving licenses, and the name is now used loosely for licensing portals across Pakistan. DLIMS stands for Driving License Information Management System, also called the Driving License Issuance Management System. Punjab runs it with the Punjab Information Technology Board (PITB) to issue, verify, print and track licenses. People now use "DLIMS" for license systems across Pakistan, but each province runs its own portal, so always use your province's official website.

The name started in Punjab. PITB built the system to replace paper registers with one central database for the whole province. As a result, every licensing centre works from the same record. Cards also come from a central printing facility, and then a courier brings them to your door.
DLIMS 2.0 and the Dastak one-window system
Punjab now runs the second phase, which most people call DLIMS 2.0. It sits inside Dastak, the Punjab government's one-window platform for public services. So one account covers your learner permit, verification, e-license and card tracking. It also handles fee payment through a PSID (Payment Slip ID) on e-Pay Punjab.

How other provinces run their license systems
Outside Punjab, the name "DLIMS" is mostly shorthand. Sindh Police runs DLS Sindh, while the KP Transport Department issues licenses and handles most services through Dastak KP. Islamabad Traffic Police (ITP) has its own DLIMS for learner permits, and Quetta Traffic Police manages licensing in Balochistan's capital.

How to check a driving license online (DLIMS online check)
A DLIMS online check tells you whether a license is genuine, which categories it covers and when it expires. Employers use it before hiring drivers, and buyers use it before handing over a car. Many people search for driving licence check karne ka tarika; in practice, the method is quick once you have the CNIC ready.
Steps for a Punjab license check by CNIC
- Open the official DLIMS Punjab verification page in your browser.
- Type the 13-digit CNIC number without dashes.
- Fill in any other details the form asks for, such as the license number, and answer the short security question.
- Press the verify button and wait for the record to load.
- Read the result carefully: license status, vehicle categories and validity dates.
If the details match the physical card, the license is on record. However, if the name, photo or expiry date looks different, treat the card with caution and ask the holder to confirm with the licensing centre. The portal can change its field names over time, so follow the labels you actually see.
Official verification portals in every province
Each authority keeps its own records. Therefore a Punjab portal will not show a license issued in Karachi, and the reverse is also true. Use this table to find the right place for a driving license verification in Pakistan.

In Islamabad, the ITP portal focuses on learner permits, so regular license questions may need the Islamabad Police website or helpline 1915. DLIMS tracking: follow your license card
After your test and fee payment, the card is not handed over at the counter in Punjab. Instead, it goes to central printing and then travels by courier. DLIMS tracking lets you see which stage it has reached.
The official tracking page asks for just two things. First, enter your CNIC or passport number. Then solve the simple sum shown as a security check and press "Track License". The result appears below the form.
What the tracking stages mean
Exact labels on the portal can change, but your card moves through the same basic stages:
- Application in process: your test result and payment are being finalised, so the card is not yet queued.
- Printing: the central facility has your record and is producing the card.
- Dispatched: the card has left printing and been handed to the courier.
- Delivered: the courier has marked the parcel as received at your address.

Other provinces handle this differently. For example, AJK's portal offers a personal dashboard for updates, and Dastak KP now covers tracking for Khyber Pakhtunkhwa. Elsewhere, ask the issuing branch.
DLIMS e-License on your phone
The DLIMS e-License is a digital copy of your Punjab license that you can open on a phone or print. It is handy when your plastic card is still with the courier or you left it at home.
Getting it is simple. First, go to the DLIMS e-License page and choose the type: Regular License, International License or Juvenile Permit. Next, enter your CNIC or passport number and your date of birth, answer the security sum, and press "Generate e-License". After that, save the file or take a screenshot.
That said, keep your physical card valid and within reach as well. The Punjab portal offers the e-license, but we don't make claims about its legal standing at every checkpoint.

From learner permit to permanent license
Every new driver in Punjab starts with a learner permit. The route below follows the Punjab process; other provinces use similar steps with their own fees and portals.
Your learner permit also appears as a digital copy in your DLIMS account. So you can keep it on your phone while you practise.
Documents to carry on test day
- Original CNIC and one photocopy
- Your valid learner permit
- Medical certificate if you are 50 or older
- Recent photographs
- Completed application form
- Be ready for the eye test at the centre
Age limits by category
You must be at least 18 for a motorcycle or car license. The minimum is 21 for an LTV. For an HTV you need to be 22, or to have held a car or LTV license for three years before applying for the HTV learner.
Punjab also introduced a Juvenile Driving Permit for 16 to 18-year-olds on motorcycles up to 125cc. A parent must attend and the rider must wear a helmet. Fee reports differ, so check the current amount on Dastak or DLIMS. Our learner license guide covers the application screens step by step.
Driving license fees at a glance
Fees vary a lot between provinces, and each system also counts them differently. Punjab charges per year of validity, so you choose from one to five years. Sindh sells three-year or five-year licenses, while Islamabad uses flat fees.

The Punjab totals include the test fee, one year of license fee and the Rs480 card and courier charge. For example, a car license is Rs150 + Rs1,350 + Rs480 = Rs1,980. Each extra year adds the yearly fee, which is Rs1,350 for a car.
In Sindh, extras such as lamination (Rs250), NADRA (Rs65) and medical (Rs100) sit on top. Islamabad, meanwhile, adds Rs2,000 for the digital card on top of the license fee.

Renewal and duplicate licenses
In Punjab, renewal costs the same yearly fee as a new license, plus Rs480 for the card and courier. For instance, a car renewal uses Rs1,350 per year, and an LTV, HTV or PSV uses Rs1,850. Renew on time, because Punjab adds a penalty to late renewals:
- 1 to 3 months late: 50% of the yearly fee (Rs675 extra for a car).
- 3 to 12 months late: 100% of the yearly fee (Rs1,350 extra for a car).
- More than a year late: 250% of the yearly fee (Rs3,375 extra for a car).
A lost or damaged card calls for a duplicate. In Punjab this costs Rs100 to Rs200 depending on the category, plus Rs480 courier. Sindh charges Rs360 for a duplicate, and Islamabad Rs3,000.

E-challan and your driving license
An e-challan is a traffic fine generated from camera footage rather than handed over by an officer. The notice goes to the vehicle's registered owner. Three systems matter most:
- Punjab: the Punjab Safe Cities Authority (PSCA) issues e-challans and reports coverage of 41 cities. You check them on the PSCA portal and pay by generating a PSID through e-Pay Punjab.
- Karachi: the TRACS system started in late October 2025. Fines start from Rs5,000, with a 50% discount if you pay within 14 days.
- Islamabad: ITP lets you check and pay e-challans through the Islamabad Police website, with help on 1915.
How unpaid challans can affect your license
Ignoring a fine usually creates bigger problems later. In Karachi, for example, unpaid e-challans can block the transfer of a vehicle. Punjab also added license penalty points in late 2025, and the May 2026 amendment kept a points mechanism. As a result, repeated violations can put your license at risk.
That same law, the Motor Vehicles (Amendment) Act 2026 gazetted on 7 May 2026, also cut many fines. For example, driving without a license was reported at Rs2,000 on a motorcycle and up to Rs5,000 in a car.
A genuine e-challan SMS never contains a payment link, so never pay through a link in a text message.

International Driving Permit
An International Driving Permit (IDP) translates your Pakistani license into a format many foreign authorities recognise. You need one if you plan to drive abroad in a country that asks for it alongside your national license. It never replaces your Pakistani license, so that license must stay valid.

To apply in Punjab, keep your CNIC, valid Pakistani license, passport with at least six months' validity and a visa, and photographs ready. Common DLIMS problems and fixes
Most errors have a simple cause. So work through these before you travel to a licensing centre.
"No record found" on verification
First, check which authority issued the license, because each portal only holds its own records. Then retype the CNIC without dashes or spaces. If the license is very old, it may never have been moved into the digital system. In that case, visit a driving license centre with the original card.
CNIC not found or details not matching
Often, the license was issued against an old NIC or a passport number, or the record has a typing error. Try the passport number if you applied with one. Otherwise, ask the licensing branch to correct your record, and take your CNIC with you.
PSID or payment problems
A PSID works only for the amount and period shown on it. So if payment fails, check that the PSID has not expired, then generate a fresh one. After paying, keep the bank or app receipt. For Punjab payment issues, Dastak support is on 1202.
DLIMS status stuck at one stage
A card can sit at "printing" or "dispatched" for a while during busy periods. Give it a few more days, then contact the DLIMS Punjab office on 042-99202892 or at info@dlims.punjab.gov.pk with your CNIC and PSID. In other provinces, call the issuing branch instead.
Official website not opening
Government portals sometimes slow down at peak hours. In that case, try again later, switch between mobile data and Wi-Fi, or use a different browser. Above all, type the official address yourself instead of clicking a search ad.
Stay safe: fake DLIMS websites and apps
Many sites use "DLIMS" in their names, including this one. That is why you also need to know how to spot the real thing.
- Official Pakistani government portals end in .gov.pk or a provincial version such as .gop.pk (Punjab), .gos.pk (Sindh), .gob.pk (Balochistan) or .gok.pk (AJK).
- A plain .com, .net or .com.pk site, like dlims.com.pk, is not a government portal.
- Never share an OTP, password or bank PIN with anyone who calls or messages about your license.
- Download apps only after checking that the developer is the relevant government department, such as the Dastak app in Punjab.
- Ignore anyone who offers a license "without a test" for an extra fee.
